Key dates. The lock starts Wed Oct 28. Plan A mints Tue Dec 1 to Thu Dec 3, after Thanksgiving week. Plan B is Dec 8 to 10.

Claims register
Every public claim maps to a decision and a sign-off owner. A post goes out only when all its claims are locked. Editors mark a claim locked once the written sign-off is on record.
